I was injured when I came off my motorcycle due to tree roots breaking the surface of the road. Can I claim for my injuries?

I was on my motorcycle on a road that has tree roots breaking the surface of the road and raising humps up to three inches high. These caused my bike to become unstable and it flipped the back wheel over the front. I was in major traffic and was travelling at less than 30 mph and have witnesses. I broke my shoulder and ripped muscles in my shoulder and am still getting medical help for torn ligaments in my left ankle (I now have a limp). I told the Council about this and they say there is nothing wrong with the road. I have pictures and video clips and I was wondering if it is worth pursuing a claim for personal injury and loss of earnings or should I just put up with the injuries?
